How do I understand that here

hi ~ care to explain?

Accounts of death and disaster were everywhere at the time that he wrote it.

1. Is that a conjunction in the sentence?
2. Can I drop that from the sentence?
3. Can I consider this as a restrictive clause?
4. Can I replace that with when?
5. I'm not sure if at the time can be placed immediately before that!
