I am writing a reference letter for a young lady who is graduating from a university in a couple of weeks. And I want to write it so that she can present it to whomever she wishes without editing the addressee. Is it okay to begin the letter with a generic "Dear Sir or Ma'am," or is there a better way to address this?

Another reference strategy is to write your letter addressed to a premier company or government agency, so that 'name drop' says she is already moving in high circles. You would, of course, have to find the name of some high person in that company or agency, and find some hypothetical position she might be qualified to pursue.
