You have two problems going in parallel here. Let's talk about each separately.

1. You can use how or what ... like, but not how ... like. The use of how ... like is a common error among English learners. Make a mental note not to use it.

How is the weather? OK.
What is the weather like? OK.
How is the weather like? WRONG!!!

How is Antonio? OK.
What is Antonio like? OK.
How is Antonio like? WRONG!!!

2. When asking about a person, how typically asks about the person's health.

-- How is Anita? (Is Anita feeling well? Has Anita recovered from her illness?)
-- She's very well. Thanks for asking. / She's much better today. She'll be at work tomorrow.

And what ... like typically asks about the person's characteristics.

-- What is Anita like? (Is she fun-loving? Is she serious? Is she pretty?)
-- She seems very cheerful. / She is terribly sarcastic. / She loves children. / She's quite tall.

When asking about things, how and what ... like are usually almost the same in meaning, though there can be differences in some cases. (See the example below.)

You can ask either of these:

How is London? / What is London like?

The first of these would normally be asked when speaking over the phone with someone visiting London. You are asking them if they are enjoying their trip to London.

The second of these can be used at any time to ask anyone to tell you the characteristics of London.

Town (singular) - needs this

With plural towns it would be what're, which I don't recommend in writing.
