When I read the original question I had no idea what "a man who runs girls" meant -- I thought perhaps it meant "a man who runs after girls" -- like "skirt-chaser." I'm not saying your interpretation is wrong; I just wondered if it was based on prior (linguistic) knowledge.

I was just looking at the English, 'A man who runs girls'.

When I look at the French, I see that the poster really means 'A man who runs after girls', in which case I'd say 'a womanizer'. The slang term today is 'a player'. Your term 'skirt chaser' is also OK, although I don't hear it often these days.

Before you use the word in the sense, discussed above, of making something fancy, you should be aware that there are many people who find offensive such a sanitizing and trivializing of the word.
