how correctly to write date

Hallo,

I'm a bit comfused about writing a date. I have to make short translation concerning statistics and want to be sure. English is my foreign language. So, how should I write, when talking about data of previous year in the begining of the year : for the 1st of January? Data obtained before 1st of January? By 1st January, 2004? Please, help me, I'm really lost and cannot get any grammar books at the moment. Emotion: crying Thanks.
