How come I don't understand this passage?

" 'I need to see some photo ID,' said the clerk, who had the charm and boundless motivation you would expect to find in somebody whose primary employment perk is a nylon tie."

Now, what does having a nylon tie as a employment perk EVEN MEAN???

I have no idea what the author's trying to convey,

Now, what does having a nylon tie as a employment perk EVEN MEAN??? For some low-level jobs, eg people who work in a supermarket, the manager supplies employees with cheap uniforms, including a cheap tie.

The clerk had the charm etc. that you would expect from a person with a boring, low-level job. ie The clerk had no charm etc. at all.
