How can/could?

I have a question.

Could you explain the differences between these sentences below?

I know all the sentences express annoyance.
What I want to know is about the tenses these sentences refer to.

How can anyone believe such nonsense? - I think this refers to the present -
How could you be so cruel? - I feel this refer to the present-

Then how can I express annoyance in the past?
Should I say "How could you have been so cruel? Is it correct?
