How can I understand this sentence? "~,mostly for fear of what might be revealed if such direct dialog were allowed.

Hello everyone.

I have got a some question for you as usual.

How can I understand this sentence?

"~,mostly for fear of what might be revealed if such direct dialog were allowed."

In my shoes, firstly, I can separate.
"mostly for fear of what might be revealed" + "if such direct dialog were allowed"

At the latter sentence, I can understand what the meaning. But former sentence are not easy to understand. I think there are no subject(noun).

How can I understand above sentence?

That's not a sentence; it's a fragment.

"mostly for fear of what might be revealed" = "mainly due to worrying about what might be revealed"
