How can I understand this sentence?

Hi, there. Could you please help me understand this sentence?
An attached image is a part of a TOIEC test example:
"There is a limit to the number of people that can take the cable car to the top of the mountain."
I'm wondering how to understand this part:
"that can take the cable car to the top of the mountain."
Is that the same as "that limit of the number of people the cable car can take to the top of the mountain"?
