How can I understand this sentence?

This is an excerpt from a book called Newsweek:
"'Bilbao went from being a gray industrial city to become one related to services, culture and knowledge,' says Juan Mari Aburto, its Mayor. 'We will no longer see heavy industry here as in the past. Advanced services will be dedicated to serving companies and industries. Some of the areas that we are defining are: digital economy, logistics and distribution, applied technologies in the health sector, tourism, and urban solutions."

I'm wondering how to understand this part:"Bilbao went from being a gray industrial city to become one related to services, culture and knowledge."
I think it is the same as "Bilbao changed from a gray industrial city to a city related to services, culture and knowledge."
Am I right in thinking this way?

In my view the parallelism of "Bilbao went from being a gray industrial city to become one ..." is slightly dubious under close examination. However, this is a very picky point, and people would not normally notice any problem.
