How can I understand this "fixing"?

This is a headline of an article:
"When organizations get into trouble, people often fault the culture. But interviews with successful change makers suggest that culture isn't the thing you should focus on fixing. Rather, cultural change is what happens when you put new processes in place to tackle tough business challenges. The authors explain how this dynamic played out in four companies' transformations."

I'm wondering how I can understand "fixing" in the above excerpt.
"On fixing culture"?
Could you tell me, please?
