How can I understand this "fair"?

This is an excerpt from a newspaper article:
"He thinks it fair to assume that a politician whose speeches could last four hours would have been unimpressed by President Trump's Twitter free."

I'm wondering how I can understand "it fair" from that excerpt.
Is that a verb, or adverb?

Could you tell me, please?
