How can I understand this "behind"?

This is an excerpt from a newspaper article:
"A failure to subsidize the mine would register as an unmistakable sign of an internationals fit away from ht fossil fuels BEHIND climate change."

I have a difficulty understanding "behind" in the above excerpt.
Can I understand "behind" as "in the situation of"?
