How can I rewrite this sentence using an adjectival phrase?

Hi there,
maybe you can help, I have no idea how to rewrite this sentence, although several possibilities should be possible (...using an adjecive or an adjectival phrase commonly used with the noun fluctuation...):

'Over the decades there has been fluctuation in the number of people who vote in elections in the UK.'
