It is time. I guess it might be read as "It's 16 seconds past five fifty-four pm."

Yes, but by the time you say it, it'll be 18 or 19 seconds past 5:54.

If everybody knows you're talking about time, you can just read it as a number sequence too. Seventeen, fifty-four, sixteen.

If it were essential to read out the seconds, I'd probably say It's seventeen fifty four and fourteen, fifteen, sixteen seconds.
