how can I passivize a "that clause"?

Hello

"People expect that the electricity supply industry will be running into surplus capacity by next year." can be passivized in two different ways.

1- It is expected that the electricity supply industry will be running into surplus capacity by next year.

2- The electricity supply industry is expected to run into surplus capacity by next year.

What if the original sentence begins with a subject other than people, they, we etc. -like he, she?

- How can I passivize the following sentence?

"He expects that the electricity supply industry will be running into surplus capacity by next year."
