a-He says he can't get colds.

b-How can't he get colds?
b1-How can he not get colds?


Does this conversation make sense? (b) and (b1) are supposed to be interchangeable.

He never gets colds and his getting a cold is an impossibility. That is the idea (a) is expressing.
B is incredulous and wonders how that is possible.
