How being ~ grammar question

Dear all,

I came across the below sentence, when I googling.


"How being a father has changed over the years."

From here, Could you please let me know how to saperate this sentnece as grammar?


Especially, I want to know more about "How being a father" grammar.


I think thus is a question sentnece but How does it make as a question sentence?
