How are these sentences made up?

Could you tell me whether this contruction is a participle phrase or some shortend verb form or anything?

Good men, the last wave by, crying how bright their frail deeds might have danced in a green bay, rage againt the dying of the light.

Is this whole "crying....bay" part a relative clause, where he had left out the "who"?

And one another example.

"Filming for our new project "Mr. X."
Where is the verb? Is "filming" a gerund phrase or something?
