I'm not sure about "Saillis" though I'd guess at Sall-iss.

However, the famous Samuel Pepys - his surname is pronounced "Peeps".

I have seen IPA symbols are enclosed within two foward slashes. Is their main purpose to indicate that the symbols stand for speech sounds?
