How + adj/adverb + Subject + Verb

I learned we use this pattern when we express our feeling.

Here is my question.

How beautiful she is.

I heard this sentence but... I also heard..

How foolish of me.

Isn't it supposed to be "How foolish I am"?

Or are they interchangeable? Thanks.
