How about using “the” at the beginning of the names of publications?

Is it proper to use the article “the” with the names of publications as follows?

• He was featured in the Time magazine.
• He was featured in the Time. (Here, the word ‘magazine’ has been omitted because it is already understood that the ‘Time’ is indeed a magazine.)

Note: The Time I'm referring to is a US weekly magazine.

The use of the article depends on the publication. Virtually all newspapers take the article:

He reads The Times.
He was featured in the Sunday Express.
The Washington Post is a reliable newspaper.

Virtually all magazines take no article:

I read it in Newsweek.
Time is a conservative magazine.
