Hover over, dig into

Hi,

“I’m still only hovering over the textbook. I just can’t bring myself to open it.”

Can ‘hover’ be used when I’m trying to say that I’m just looking at the cover, but I can’t get myself to open it and study?

And would ‘dig into’ work in a similar context that doesn’t involve food?

“I can’t seem to be able to convince myself to dig into the study materials right now.”

Or would a different word be more suitable? I thought of ‘dive in’, but that’s about it.
