I'd say that the adjective can lean that way, as in "household chores". But the noun, no.

The noun household never means the property for living. When used as a noun the word household really refers to the occupants of a property e.g how many people are in your household?

When used as an adjective e.g household items this would be referring to furniture, utensils etc in the property or household chores would refer to jobs associated with the property.
