Hoteliers

Hoteliers have invested heavily in new hotels in Beijing, hoping to cash in on the Olympics games. To their surprise, business has been slow even though the event is just around the corner. Thanks to the strict visa regulations by the Chinese goverment. With just three weeks to go, there's little time left for hotels to make big bucks even if the goverment were to scrap all the rules.

I believe "thanks to" works like "because of," so that sentence is only a phrase. (also casually, I think: Thanks to Frank for his great job in getting us back online.)

Personally, I'd get rid of the "s" on "olympic." (the Olympics; the Olympic games) I don't know about the capital.
