What does "the concrete" refer to?

Does "get through with" mean leak the info here?

The concrete is just the ground (a concrete/cement pavement or area). To paraphrase: I'm going to physically assault you so badly that you will be left in little parts!

I don't think so, but if you are in such a state that you can be hosed off the concrete, you're in pretty small pieces already (from the beating)
