horseback / General

Postmaster General John Wannamaker stated that the U.S. mail would be delivered by stagecoach and horseback.

Q) Is the reason why "horseback" is used instead of simply saying horses to give the image of a person delivering mail, riding on a horseback? (A horse itself can't deliver mail.)

Q2) Is General the old term equivalent to a high official in an organization?
