Who waits and hopes to see you? These are not sentences.

The first "sentence" will be correct if you add a subject to it. If you don't, it is incorrect.

Not necessarily, Regards. It does need a finite verb of some kind, but it needn't incorporate either 'hoping' or 'waiting'.
