what can you do when live in a country in which no petrol available for vehicle no job for student ,,no much food,,starvation spread everywhere no clothes and no shelter ..simply i can say this that no facility for day to day life

It doesn't seem that this is what was meant. Patrol http://dictionary.cambridge.org/dictionary/british/patrol is a different word from petrol
