Hoped

Hi,

I have a doubt while using 'hope.'

They hoped that the criminal surrendered to the police. (1)
They hoped that the criminal would surrender to the police (2)

Do they both mean the same?

Thanks, Mr. Micawber.

If #2 is regarding the future, would it be better to write "... the criminal will surrender"?

No, the verb more normally regresses with the main verb.
