Is "all" a postmodifier of the noun "hope" in the clause but hope all starts with honesty?

Or, is it a stranded determiner of the inverted NP from the noun phrase "all hope"?

She is Swedish. That "all" is out of place. I have to guess she would have said "all hope starts" if she had been a native speaker.
