hope

Students and jobseekers keen to get onto the course or into the workplace of their choice, ___ that voluntary work will help them stand out from the crowd.

1) hope
2) are hoping
3) hoping

To me, only #1 is right. What kind of verb it is? the main verb?

And can I say that "who are" in "who are keen" was removed?

AnonymousWhat about: hoped
'hoped' is not a good choice because of the 'will' which comes later.

[hope / is hoping / are hoping] ... ... ... will ...
[hoped / was hoping / were hoping] ... ... ... would ...
