Hone for something?

Hello everybody.


lots of behavior happens under the radar (i.e., without the

benefit of careful, deliberate decision-making) and is driven by forces that were honed for a time long ago and a place far away.

I don't understand what it means by Decision making is driven by forces that were honed for a time long ago and a place far away?

Would you please tell me what it means?
