HOMOPHONES

I`d like to know what are homophones exactly supposed to be?
As we know they define as words which sounds the same but they`re different in dictation . e.g., "hear" & "here', but my question is do we also regraded the words which their pronunciation are a bit different from each other as homophone? like "sixty" & " sixteen" ?

Those are not homophones. When you can hear each other clearly and you speak clearly, they don't sound alike.

However, just this week, I was in crowded hallway with a lot of background nosie and said "150" and the person had to ask "115 or 150?" - so they are "near homophones" perhaps.
