hold vs organize

Do hold and organize have the same meaning and are they interchangeable?If not, what is the difference in meaning btw them?

(ex:1.The government will hold a nationwide conference to discuss solutions to solve difficulties in investment development.

The conference must be organized before it can be held.

To hold a conference is essentially the same as hosting a conference.
