Hold Out Promise

Is "hold out a promise" the same as "make a promise"? Or did I misunderstand them? I found definitions for "make a promise", but couldn't find definitions for "hold out a promise".

I don't know about 'hold out a promise', but when we say something holds promise , we mean it offers hope, or it suggests possibilities. We can also say it is promising --it does not mean it is a sure thing or a promise, just that it is a hopeful sign.
