hold off and hold back

Hello,
What is the difference between "We must hold the enemy off." and "We must hold the enemy back." in your opinion? If the speaker uses "hold off" in this sentence, I will get the idea that there is going to be a confrontation. If they "hold back the enemy", I will get the idea that they will only prevent it from advancing/crossing a line/etc.
