Hold form

Hello,
could you tell me what a 'hold form' is? I haven't found it in dictionaries, still there are such entries on the Internet:
'Registration hold form',
'Vacation hold form'
'Property Hold Form', etc.
Is it simply a form or there is any other additional connotation?

From linguistic point of view, I think the word 'hold' combines with the words 'registration' (registration hold - hold of registration), vacation (vacation hold - temporary stoppage of vacation), etc. rather than the word 'form', is that the case?
