hold back and keep back

Hello,
What is the difference between "Barriers were build to keep the flood waters back." and "Barriers were build to hold the flood waters back."?
For some obscure reason they mean the same to me. I do think that hold is a little stronger in this sentence.

You mean 'built', not 'build'
