Hold back

Hi,

What does "hold back" mean in this context?

"Might I see your parchment, please?”
Peter held back, unwilling to part with the precious parchment.

Does it mean Peter withdrew his hands, or he recoiled?

Thanks

Hi, Without more context, the exact meaning is unclear to me. Broadly speaking, he held back suggests he did not move forward although he was supposed to. Clive
