Hi, help me please figure out the phrase in bold.

"We have to be realistic," Flaherty said. "The economic situation is getting worse. It has not bottomed out. The U.S. housing recession has not hit bottom. This economic downturn originated with a housing recession in the United States."

Hi there. I think he meant that economic hasn't collapsed totally. It's like an idiom - the bottom falls out of something which means something fails or collaps totally.
