Historical and case study method?

Hi.
Today I ran into the following sentence.

Despite the scientific shortcomings of HISTORICAL AND CASE STUDY METHODS,

they must continue to play an important role in institutional analysis.

At first, I read 'historical case study methods.'
But when I read again I found that there was 'and' in the sentence.

What does 'historical' mean in this case? Is it a noun or a adjective?
