Historic Present

Come Back Gizmo by Paul Jenings is written in the historic present.

Eg. "I close my eyes and pretend that I'm kissing her lovely lips. They are soft. She would never give me a kiss. I know that. Arf Arf Arf. My day dream is destroyed. Buscuit is barking. He is over the fence jumping up at Samantha.

Question:

With the historic present, how should we refer to events before these events?

Question:

What tenses would we use in the following and why? (It's still historic present).

His tail is wagging like mad. I have/had never known him to be like this. He is sniffing everything as if he has/had never seen it before.
