What is the difference between the sentences below?

1) His parents never accepted his smoking habit.
2) His parents have never accepted his smoking habit.

Is it the standard difference between the past simple and the present perfect that in 1) it didn't change while in 2) it is still possible that his parents will accept his smoking habit in the future?
