His explanation, that....

I saw this sentence in my textbook, "His explanation, that he couldn't see it, is unsatisfactory". But as far as I know, there must not be "commas" such as "The fact that S V..." or is there a different reason for the sentence? Thank you so much in advance.

There is no reason to use commas here. That he couldn't see it defines explanation.

The fact that he was nervous showed that there was something amiss.

No commas here, either.

I have learned that 'the fact' can be attached to 'that clause' without any comma, so I was thinking that 'explanation' is also attached to that clause as an equa
