... his birthday

Dear all!

Please help me with this question about preposition:

He bought a book in order to give his younger brother ____ his birthday.
A. at B. in C. on D. for

I opt "C. on" because we say "on my birthday/ his birthday"

However I also find they say "at his birthday"

So, what is the best choice? I have searched the web to find prepositions with "birthday" but I can't find out.
Thanks in advance.
