Hint to + a noun equivalent

The following is certain parts of the plot of a pc horror game.

Frank West, a https://en.wikipedia.org/wiki/Photojournalist, sneaks into the town of Willamette, https://en.wikipedia.org/wiki/Colorado, to investigate why it has been sealed off by the https://en.wikipedia.org/wiki/Colorado_Army_National_Guard. Discovering it is suffering from a https://en.wikipedia.org/wiki/Zombie outbreak Frank informs his helicopter's pilot, Ed Deluca, to bring him onto rooftop helipad of the town's shopping mall, requesting he returns for him in exactly 72 hours. Upon landing, Frank meets a mysterious man named Carlito Keyes who hints to the outbreak being far more than it seems.

I can't figure out the structure of the underlined clause.
I think the gerund phrase "the outbreak being far more than it seems" should have been the object of "hints at," not "hints to."
I would appreciate it if you let me know the structure of the underlined clause.
