hike or a hike?

Dear Teachers,

Hello. I read a article under the title of "Interest Rate Hike by the Fed
."

When I look up to the dictionary, it is explained that "hike" is a countable noun. Considering this, shouldn't the tile be changed into "An Interest Rate Hike by the Fed"?
