Is sentense is correct?

I heard we should not add preposition after arrive and departure..

I heard we should not add preposition after arrive and departure.-- That is not true. (And note that 'departure' is a noun; the verb is 'depart'.)

We arrived at/in Chicago at 9:00.
We departed from Chicago at 9:00.

Your options are in or at.
To is impossible after arrive.

I've always felt that at may suggest a temporary stay, while in being neutral in this context. How far it is true, I don't know.
