Highly sophicated

This question may be highly sophiscated, but would appreciate if anyone could comment on.

I have question in the following paragraphs, on the underlined part, "will".

"The three-pronged plan involves an increase in the supply of housing units, the lowering of new home prices, and stricter lending rules. It is the eighth in a series of initiatives that have been unveiled since President Roh Moo-hyun came into office promising to hold down housing prices by all means possible.

However, it remains to be seen whether the latest price stabilization plan will have any immediate impact on the overheated market. In particular, all eyes will be on the popular Gangnam area in southern Seoul, which is leading the real estate speculation frenzy."

Do native speakers find "would" better word choice here?

Or do you natives find the two words, "will" and "would" the same, at least in this paragraphs?

First, a matter of style: one shouldn't ever say his/her own questions are highly sophisticated , that's immodest, IMO. Second: you mispelled it twice. html here.

  • As they say at the above site, the unreal is only used when a speaker needs to emphasize that something is impossible, or very improbable.
  • It is a conditional, IMO, because whether=if in this context.

Second: you mispelled it twice.

Getting down to business, I don't think you need to use the future unreal conditional with would (or similar), instead of the future real conditional with will:

    I think will is the best option here.

    The plan IS being put into action, the only doubt is over its results.

    I'd only use 'would' if the whole thing were still hypothetical, if they were still evaluating whether or not to go ahead with the plan and were trying to evaluate what might happen if they did.
